Requirement for Proof of COVID-19 Vaccination for AirPassengers

Requiredfor non-U.S. citizen, nonimmigrant passengers arriving from a foreign countryto the United States by air

What You Need to Know

  • If you are a non-U.S. citizen who is a nonimmigrant (not a U.S. citizen, U.S. national, lawful permanent resident, or traveling to the United States on an immigrant visa), you will need to show proof of being fully vaccinated against COVID-19 before you travel by air to the United States from a foreign country.
  • Some categories of noncitizen, nonimmigrants are excepted from this requirement. If you meet the criteria for one of these categories, you will need to fulfill additional requirements to travel by air to the United States.

OnOctober 25, 2021, the President issued a Proclamation to suspend andlimit entry into the United States for non-U.S. citizens who are nonimmigrants,referred to as “Covered individuals,” seeking to enter the United States by airtravel and are not fully vaccinated against COVID-19. On the same day, CDCissued the Order: ImplementingPresidential Proclamation on Safe Resumption of Global Travel During theCOVID-19 Pandemic toimplement the President’s direction.

On April 4, 2022, CDC issued an Amended Order to align postarrival public health requirements for excepted noncitizen nonimmigrants withcurrent CDC recommendations. The Amended Order also clarifies that parents orguardians do not need to complete an attestation on behalf of children under 2years of age; and formalizes other guidance described in TechnicalInstructions, announced in frequently asked questions, and in the attestation. Thisamendment is effective as of April 14, 2022 at 12:01am EDT.

The Proclamation and CDC’s Amended Orderdo not apply to U.S. citizens, U.S. nationals, U.S. lawful permanent residents,immigrants, or, under certain circumstances, air crew members. Additionally,the Proclamation and CDC’s Amended Order have no effect on certain groups ofnon-citizens.

Are you Fully Vaccinatedfor Air Travel to the United States?

You are considered fully vaccinated:

  • 2 weeks (14 days) after your dose of an accepted single-dose vaccine
  • 2 weeks (14 days) after your second dose of an accepted 2-dose series
  • 2 weeks (14 days) after you received the full series of an accepted COVID-19 vaccine (not placebo) in a clinical trial
  • 2 weeks (14 days) after you received 2 doses of any “mix-and-match” combination of accepted COVID-19 vaccines administered at least 17 days apart*

If you don’t meet these requirements, youare NOT considered fully vaccinated. A booster dose is not needed to meet thisrequirement.

A person who has received only one dose ofan accepted 2-dose series and has recovered from COVID-19 does not meet thisdefinition, and therefore is NOT considered fully vaccinated for travel to theUnited States.

*CDC has not recommended the use ofmix-and-match COVID-19 vaccine primary series. However, such strategies areincreasingly common in many countries outside of the United States. Therefore,for the purpose of interpreting vaccination records for travel to the UnitedStates, CDC will accept combinations of accepted COVID-19vaccines.

Noncitizens,Nonimmigrants (Covered Individuals)

Noncitizens who are nonimmigrants andseeking to enter the United States by air arerequiredto show proof of being fully vaccinated against COVID-19 before boarding a flightto the United States from a foreign country.

If you are not fullyvaccinated against COVID-19,you will NOTbe allowed toboard a flight to the United States, unless you meet the criteria for anexception under the Proclamation and CDC’s Amended Order. Abooster dose is not needed to meet this requirement.

Categories of noncitizen nonimmigrantsthat meet the criteria for an exception under the Proclamation and CDC’sAmended Order include:

  • Persons on diplomatic or official foreign government travel
  • Children under 18 years of age
  • Persons with documented medical contraindications to receiving a COVID-19 vaccine
  • Participants in certain COVID-19 vaccine trials
  • Persons issued a humanitarian or emergency exception
  • Persons with valid visas [excluding B-1 (business) or B-2 (tourism) visas] who are citizens of a foreign country with limited COVID-19 vaccine availability (See list for updates effective June 28, 2022)
  • Members of the U.S. Armed Forces or their spouses or children (under 18 years of age)
  • Sea crew members traveling with to a C-1 and D nonimmigrant visa
  • Persons whose entry would be in the national interest, as determined by the Secretary of State, Secretary of Transportation, or Secretary of Homeland Security (or their designees)

If you travel by air to the United Statesunder one of these exceptions, you will be required to attest that you areexcepted from the requirement to present Proof of Being Fully VaccinatedAgainst COVID-19 based on one of the exceptions listed above. Based on thecategory of the exception, you may further be required to attest that:

1. You will be tested witha COVID-19 viral test 3–5 days afterarrival in the United States, unless you have documentation of having recoveredfrom COVID-19 in the past 90 days;

2. You willself-quarantine for a full 5 days, even if the test result to thepost-arrival viral test is negative, unless you have documentation of havingrecovered from COVID-19 in the past 90 days; and

3. You will self-isolate if the result ofthe post-arrival test is positive or if you develop COVID-19 symptoms.

Depending on the category of theexception, if you intend to stay in the United States for longer than 60 daysyou may additionally be required to attest that

  • You agree to be vaccinated against COVID-19; and
  • You have arranged to become fully vaccinated against COVID-19 within 60 days of arriving in the United States, or as soon thereafter as is medically appropriate.

A parent or other authorized person shouldattest on behalf of a passenger under 18 years old. An authorized person mayattest on behalf of any passenger who is unable sign their own attestation(e.g., because they are too young, or because of physical or mentalimpairment). Children under 2 years of age do not need to complete anattestation. As required by United States federal law, all airlines or otheraircraft operators will provide and collect the passenger attestation on behalfof the U.S. Government.

If you are a noncitizennonimmigrant and are fully vaccinated,make sure your vaccine and proof of vaccination are acceptable toboard a flight to the United States.

Acceptable Proof ofCOVID-19 Vaccination

1. The QR code in a verifiable vaccinationrecord links to information confirming the credential was generated from animmunization record in an official database and is protected from tampering.

All forms of proof of COVID-19 vaccination must have

  • Personal identifiers (full name plus at least one other identifier such as date of birth or passport number) that match the personal identifiers on the passenger’s passport or other travel documents。The vaccination proof in English or translated to English are accepted if they contain personal identification details (e.g. name, date of birth, ID number) that match against the traveller’s passport, must be in English (or accompanied by a certified English Translation. Certified translation agency in China: LEARNED TRANSLATION GROUP, Web: http://www.boyafanyi.com)
  • Name of official source issuing the record (e.g., public health agency, government agency, or other authorized vaccine provider)
  • Vaccine manufacturer and date(s) of vaccination

How the 14 days are calculated:

  • Your last dose must have been given a full 14 days before the day you board your flight to the United States.
  • You are considered fully vaccinated on the 14th day after the vaccination series was completed. For example, if your last dose was any time on October 1st, then October 15th would be the first day that you meet the 14-day requirement.

Entry and Exit Requirements

  • Are there COVID-related entry requirements for U.S. citizens? Yes, China currently allows foreign nationals with valid residence permits and visas to enter the country under certain very limited conditions. The U.S. Embassy is not involved in the creation of these policies, and they are subject to change at any time.
  • Is a negative COVID-19 test (PCR and/or serology) required for entry? Yes, please follow guidance on the PRC Embassy website to identify approved labs.
  • Are health screening procedures in place at airports and other ports of entry? Yes

Quarantine Information

  • Are U.S. citizens required to quarantine? Yes, all travelers, including U.S. citizens who enter China, are screened upon arrival and subject to a minimum 10-day quarantine. While restrictions around domestic travel within China have eased, local quarantine requirements can vary significantly between cities, and regulations can change very quickly. All international arrivals should be prepared to complete quarantine at a government-selected facility or hotel at their own expense, with no control over the amenities, even if they maintain a residence in China. Cities and provinces within China may also require quarantine for domestic travelers, regardless of nationality.
  • U.S. citizens may also be required to install and use location-tracking software on their phones to access public spaces and businesses. Some private hospitals may refuse admittance to travelers who have been in the United States 14 days prior to entering China. Please consult local authorities on specific quarantine requirements.
  • U.S. citizens in China should follow the U.S. Centers for Disease Control and Prevention (CDC) and Chinese health authorities’ guidance for prevention, signs and symptoms, and treatment.

COVID-19 Testing

  • Are PCR and/or antigen tests available for U.S. citizens in China? Yes

  • For WeChat users, users can select “official accounts (公众号)” and then press the “+” key to search for “city name (本地宝)”. Follow the account, type “核酸检测” into the search bar at the bottom of the screen, and then click the hyperlink that leads to a list of all testing locations.

  • If so, are test results reliably available within 24 hours? Yes
  • COVID-19 tests are widely available throughout China. COVID-19 tests are available at most hospitals and clinics. Test results are often returned within 12-24 hours. The cost of the COVID-19 test is about $3 US dollars.
  • Test results can be delivered by a variety of methods: email, text, or an update to the local COVID-19 monitoring app are the most common delivery methods.
  • Please refer to your local health authorities for more information on COVID-19 testing.

COVID-19 Vaccine Information:

  • Are vaccines available in China for U.S. citizens to receive? Yes
  • The Chinese government has conditionally authorized several different vaccines that are currently available to foreigners residing in China. The two most commonly available, Sinopharm and Sinovac, have not yet received approval by the Food and Drug Administration of the United States. Sinopharm and Sinovac have received approval for emergency use by the World Health Organization (WHO). Please contact your local health authorities for information on available vaccines.

Movement Restrictions

  • Is a curfew in place?No
  • Are there restrictions on intercity or interstate travel? Yes,movement restriction revolve around places where cases are detected. Cities with even small outbreaks may restrict travel out of the city, and other cities may not allow travelers to enter from cities where cases are detected.

Fines for Non-Compliance

  • failure to comply with movement restrictions or other pandemic controls can cause a person to be subject to additional quarantine/testing, detention, fines, or arrest.
