President Joe Biden has arrived in Europe ahead of next week's key UN climate summit, with his signature climate policy yet to pass through the US Congress.
The president's $1.75 trillion (£1.2tn) Build Back Better social welfare package includes more than $500bn of spending on green policies.
Before leaving Washington, Mr Biden described the measures as historic.
But differences among Democrats mean it is unlikely to pass before the summit.

The UK could respond in turn if France goes ahead with threats amid a row over post-Brexit fishing rights, the environment secretary has said, warning that "two can play at that game".
France has said it could stop British boats from landing if the dispute over licences was not resolved by Tuesday.
George Eustice said the language used by French officials was "inflammatory".
He said he was raising the issue with the European Commission, while France's ambassador has been summoned for talks.

Archaeologists have uncovered an "astounding" set of Roman sculptures on the HS2 rail link route.
Two complete sculptures of what appear to be a man and a woman, plus the head of a child, were found at an abandoned medieval church in Buckinghamshire.
The discoveries at the old St Mary's Church in Stoke Mandeville have been sent for specialist analysis.
Dr Rachel Wood, lead archaeologist for HS2 contractor Fusion JV, said they were "really rare finds in the UK".

Indonesia's President Joko Widodo has urged richer countries to share their vaccines with poorer ones, in an exclusive interview with the BBC.
Mr Widodo said it "shouldn't be just a few countries that get all the vaccines, and some other countries get only a little".
He was speaking ahead of a visit to the G20 and COP26 meetings, where he will be meeting other world leaders.
Indonesia was one of the countries hardest hit by the Covid pandemic.

Palestinian authorities have unveiled one of the largest floor mosaics in the world, in the city of Jericho in the occupied West Bank.
The mosaic at Hisham's Palace took five years and some $12 million (£8 million) to restore.
The mosaic dates back more than 1,000 years, but Hisham's Palace was only rediscovered in the 19th Century.
The art remained neglected until a Japan-funded restoration effort was launched in 2016.
