一、项目背景Project background
金融街作为西部（重庆）科学城“一带贯南北，一心领四群”中的一心——金融核心区，将发展金融、科技服务产业等核心重点产业。金融街以凤鸣湖为中心，是高新区核心功能载体和启动示范样板，依托金融引导高端服务业集聚，大力发展“金融+”，引导商业模式、办公场景变革，强化科学城金融功能，成为创投资本、风投资本、科技金融高地，为重庆建设西部国际金融中心聚势蓄能。同时，充分利用周边公园资源，和商业商务联动发展，结合文体资源发展休闲游憩功能，打造人气吸引核，发挥生态价值。
The proposed Financial Street, asthe financial core area of the western (Chongqing) Science City, is intendedfor developing core industries such as finance, science and technology serviceindustry. With the Fengming Lake as the center, the Financial Street serves asthe core function carrier and start-up demonstration model of the high-tech Zone.Relying on finance, it aims to guide the agglomeration of high-end service industries by vigorously developing "Finance +" businesses, and thetransformation of business model and office scene, strengthen the financialfunction of the Science City, and become the highland of innovation capital,venture capital and science and technology finance. It will gather energy for Chongqing to build the western international financial center, and at the sametime, make full use of the surrounding park resources, and the activateddevelopment of businesses, combined with cultural and sports resources todevelop leisure and recreation functions, and create the core to attract population, and give full play of its value in ecology.
本次征集旨在面向全球公开征集具有前瞻性与创新性的设计理念和规划设计方案，推动重庆都市区发展，高标准打造“科学之城，创新高地”，彰显科学主题，整体打造“生态化、未来感、体验式”以及“高品质、高颜值、高产出”目的地型“TBD”。
The purpose of this solicitation activity is to collect forward-looking and innovative design concepts and planning and design schemes from all over the world, promote the development of the metropolitan area of Chongqing, build Chongqing into a "city of science and highland ofinnovation" as well as a destination-type TBD of high standard, highquality, high appearance level and high productivity that highlights the scientific, ecological, futuristic and experiential scheme.
二、项目区位Project location
金融街项目位于科学城核心腹地金凤中心，紧邻高新区管委会，背靠科学公园，高新、高龙、新州、白鹭四大城市主干道环绕，总占地面积90公顷（约1346亩）。其中金融街一期位于项目西北侧，占地面积27公顷（约410亩），地块容积率1.5-2.0，计容建筑面积约40-50万方。
The Financial Street project is located in Jinfeng Township at the center of the Science City, close to theHigh-tech Zone Management Committee, backed by the Science Park, surrounded by four major urban trunk roads including the Gaoxin, Gaolong, Xinzhou and Bailu highways, and covers a total area of 90 hectares (about 1346 mu). Phase I of the Financial Street project is located in the northwest of the project area,and covers an area of 27 hectares (about 410 mu) with a plot ratio of 1.5-2.0,and the built-up area is about 400,000-500,000 square meters.

四、设计阶段及内容 Design stage and scope of work
征集阶段：对西部（重庆）科学城金融街片区进行概念规划及一期方案设计。
Scheme solicitation stage: Conceptual Planning Scheme for the Financial Street Area ofthe Western (Chongqing) Science City, and conceptual architectural design scheme for the first phase of the financial street project.
深化阶段：中选设计机构（含联合体）需对概念方案进行深化（深化深度需满足主办方及相关行政主管部门要求，具体深化的深度在设计任务书及提交成果中详细约定）以及后续2年咨询服务，且主创设计师及项目负责人不得更换。
The successful design agency(including a consortium) is required to deepen the conceptual scheme (to anextent satisfactory to the organizer and administrative authorities involved,with the details specified in the design specification and the submittals), andprovide support in the subsequent two years of consulting service, and shallnot replace the chief designer and project leader.
五、申请人资格 Applicant’s qualification
（一）申请人须为独立法人，且具备如下条件之一：
The applicant must be anindependent legal entity and meet one of the following requirements:
1、中华人民共和国境内的应征申请人提供能证明其具有承担建筑设计的专业技术能力的证明材料，如工程设计综合甲级资质或工程设计建筑行业甲级资质或工程设计建筑行业（建筑工程）甲级资质、建筑设计的委托合同等。
Applicants within the People'sRepublic of China shall provide supporting materials to prove that they have the professional and technical ability to conduct the architectural design such as the comprehensive Class A qualifications for engineering design or Class Aqualifications for engineering design and construction industry (ConstructionEngineering), the commission contract of architectural design, etc.
2、中华人民共和国境外的规划设计机构须依本国或本地区的管理规定具有建筑设计的执业许可或经营许可。若依该国或该地区有关城市规划和建筑设计从业或营业的管理规定建筑设计企业法人应具有相应执业资质或资格或营业许可，则需提供该机构的相应资质或资格或营业许可证明文件；若依该国或该地区有关规划、建筑设计从业或营业的管理规定，不要求建筑设计企业法人具有相应执业资质或资格或营业许可，仅对建筑师个人要求具有相应资质或资格或执业许可，则需提供该机构的建筑师本人的注册或执业证书或会员证明材料，同时设计机构应说明该国或该地区有关建筑设计从业或营业的管理规定。港澳台设计机构的资格要求参照境外设计机构资格要求的规定。
Planning and design institutions outside the People's Republic of China shall have the practice license orbusiness license of architectural design in accordance with the management regulations of their own country or region. If the legal entity of an architectural design enterprise have the qualifications or business license in accordancewith the relevant regulations of their country or region on the management ofurban planning and architectural design practice or business, they are requiredto provide the corresponding qualifications or their business licensecertificate; if it is in accordance with the relevant regulations of thecountry or region on the management of urban planning and architectural designpractice or business, the architectural design enterprise is not required Ifthe legal entity has the qualifications or business license, and only thearchitect needs to have the qualifications or license, they are required toprovide the architect's own registration or practice certificate or membership certification materials, and the design institution shall explain the management regulations of architectural design practice or business in theircountry or region. The qualification requirements of design institutions inHong Kong, Macao and Taiwan shall meet the qualification requirements ofoverseas design institutions.
3、申请人应有与本项目的功能性质相类似的规划及建筑设计经验（须提供自2010年1月1日起的同类项目设计业绩）。
The applicant shall have theplanning and architectural design experience in projects similar to thisproject in function (the performance in designing similar projects sinceJanuary 1, 2010 shall be provided).
4、不接受个人或个人组合的报名。
Registration of individuals orgroups of individuals is not accepted.
（二）本项目鼓励联合申请，联合体成员不得超过2家，须具备如下条件：
Application as a consortium isencouraged, only the number of members of the consortium shall not exceed 2,and the consortium shall meet the following requirements:
1、若联合体均由境内设计机构组成，则需满足第1项要求；若联合体由境内、外设计机构（包括港澳台地区）组成，则境内机构须至少满足第1项其中一项资质要求，境外机构（包括港澳台地区）需满足第2项要求。
If the consortium consists ofdomestic design institutions, it shall meet the requirement of Item 1; if theconsortium consist of both domestic and foreign design institutions (includingthose from Hong Kong, Macao and Taiwan), the domestic institutions shall meetat least one of the qualification requirements in Item 1, and the overseasinstitutions (including those from Hong Kong, Macao and Taiwan) shall meet therequirement in Item 2.
2、联合体各成员单位应共同签署一份联合体协议书，并明确各设计机构的职责分工、各自承担的工作量及权益比例，主办单位将与中选方案的设计机构（含联合体）签订合同。
Members of the consortium shalljointly sign a consortium agreement, and specify the division ofresponsibilities, workload and proportion of rights and interests of eachdesign agency. The organizer will sign a contract with the design agency(including the consortium) whose scheme is selected.
3、各机构联合旨在满足该项目对各相关专业的要求，如建筑、规划、交通、景观等专业的相互协作。鼓励国内外优秀建筑设计公司、独立设计师事务所与大型设计院所联合报名参与。
The purpose offorming a consortium is to meet the project requirements the for cooperation inthe related fields including architecture, planning, transportation andlandscaping. Excellent architectural design companies at home and abroad,independent design firms and large design institutes are encouraged to sign upfor participation in the activity.
4、组成项目联合体的各成员单位不得再以自己的名义单独申请资格预审，也不得同时加入本项目其他联合体申请资格预审。
Each member of the projectconsortium shall not apply for prequalification in its own name, nor shall itjoin other project consortia to apply for prequalification at the same time.
（三）设计团队要求 Design team requirements
1、应征申请人应明确项目负责人、主创设计师及团队人员名单，项目负责人和主创设计师的同类项目业绩将作为重要评审依据。
The applicant shall specify theproject leader, chief designer and team members in the name list, and theproject leader and chief engineer’s performance in similar projects will beused as an important reference for evaluation.
2、参与本次活动的设计人员应为设计机构的在册人员，主创设计师由主持过多个同类型项目的建筑师担任，且须直接参与设计全过程。
Designers participating in thisactivity shall be the registered staff members of the design agency. The maindesigner shall be an architect who has performed a number of similar projects,and has participated directly in the whole design process.
3、本次方案征集项目负责人（与主创设计师可不为同一人）应具备国内一级注册建筑师资格。联合体申请的，项目负责人必须是牵头单位员工。
The leader of the project (not thesame as the chief designer) shall have the qualifications of a Class Aregistered Architect in China. If the applicant is a consortium, the projectleader must be an employee of the leading member.
4、团队应包含建筑、规划、景观、交通等专业人员。建筑团队需包含但不限于结构、暖通、给排水、机电、造价、人防、BIM等专业。
The team shall includeprofessionals in architecture, planning, landscaping and transportation. Theconstruction team shall include without limitation to professionals instructure, HVAC, water supply and drainage, mechanical and electrical systems,cost, civil air defense, BIM and other fields.
5、在设计过程中若主创设计师与资格预审材料所提交的信息不符或未经主办单位认可擅自更换主创设计师的，则视为无效申请。
In the design process, the chiefdesigner does not match the information submitted at the time ofprequalification or is replaced without the approval of the organizer, theapplication will be deemed invalid.
六、征集内容Scope of solicitatio
本次征集分为两个阶段：①资格预审阶段；②方案设计及评审阶段。
The solicitation activity isdivided into two stages: 1) prequalification stage, and 2) design andevaluation stage.
第一阶段为资格预审阶段。申请人递交资格预审申请文件后，征集人经专家评审择优选择申请人，入围5家设计机构（含联合体）进入本项目的方案设计及评审阶段。
The first stage is theprequalification stage. Upon receiving the application documents submitted bythe applicants, the organizer selects the best applicants by expert evaluation,and five design agencies (including consortia) will be shortlisted to move onto the scheme design and evaluation stage of the project.
第二阶段方案设计及评审阶段。入围设计机构需按《西部（重庆）科学城金融街片区概念规划及一期方案设计任务书》要求，开展概念规划及一期方案设计，经专家评审委员会评审后将对成果进行排序，选出排名前3的优胜单位，将方案评审结果报行政主管部门，确认3家优胜单位的最终排名。
The second stage is the design andevaluation stage. The shortlisted design agencies are required to conduct conceptual planning and phase I scheme design according to the design specification for "the conceptual planning and phase I scheme for western(Chongqing) Science City Financial Street Area". After evaluation, the expert committee will rank the shortlisted applicants, select the top threewinners, report the scheme evaluation results to the administrative authorities, and confirm the final ranking of the three winners.

（二） 资格预审申请文件的编制 Preparation of the prequalification application document
申请人应按下列要求编制资格预审申请文件，按如下顺序装订成册：
The applicant shall prepare the prequalification application document as required as follows and bind them intoa book in the following order:
1、资格预审申请书（格式自拟）；
Written application forprequalification (in the applicant’s own format);
2、申请人独立法人证明资料；
Documents proving the applicant tobe an independent legal entity;
3、申请人资质证书或相应的设计许可；
The applicant's qualificationcertificate or related design license;
4、申请人简介；
An overview of the applicant;
5、申请人的设计业绩证明资料（提供最多5个最具代表性的同类型项目的设计业绩，业绩数量超过5个的，只评审前5个）；
Documents proving the applicant's design performance (provide the design performance of up to 5 most representative projects of the same type, and if the number of projects exceeds5, only the top 5 will be reviewed);
6、本项目的主要设计团队人员介绍；
Introduction of the main members ofthe design team for the project;
7、本项目的设计团队人员设计能力证明资料，包括但不限于设计团队人员的注册证书、所获荣誉及设计业绩等；
Documents proving the ability ofthe members of the design team for this project, including but not limited tothe registration certificate, awards received and design performance;
提供最多5个最具代表性的同类型项目的设计业绩，业绩数量超过5个的，只评审前5个。应包含：项目名称、项目地点、项目规模（规划、建筑面积）、设计内容、主要设计人员、项目完成时间（正在进行的可备注正在进行）、项目图片（规划设计图或实景照片）以及其他相关证明材料（合同关键页、中标通知书等）。
Provide the design performance ofup to 5 most representative projects of the same type. If the number of theprojects exceeds 5, only the first 5 will be reviewed. The project information shall include the project name, location, scale (in planning, built-up area),content of design, main designers, completion time (indicate “in progress” ifthe project is not yet completed), project photographs (of project plans anddesign drawings or field images) and other relevant supporting information(e.g., key pages of contract, letter of acceptance, etc.).
业绩资料若经核实非本人业绩或内容存在虚假，主办单位有权随时取消参选资格。
If the performance information isverified to be fake, the organizer has the right to disqualify the applicant.
8、联合体协议书（针对联合体申请人，格式自拟）；
Consortium agreement (if the applicant is a consortium, in the applicant’s own format);
9、其他申请人认为有必要提交的资料；
Other information that the applicant considers necessary to submit;
10、申请人对所提供资料出具真实性承诺书（格式自拟）。
The applicant shall issue a letterof commitment for the authenticity of the information provided (in theapplicant’s own format).
注：若以联合体方式申请，其成员应根据联合体协议中的分工提供以上相应材料。上述证明资料若为非中文版本，则要同时提供中文译本。
Note: If the application is made by a consortium, its members shall provide the above information according to thedivision of work specified in the Consortium Agreement. If the above supporting documents are not in Chinese, a Chinese translation shall be provided along with them.
（三）资格预审申请资料提交Submission of the application document forprequalification.
递交资格预审申请文件截止时间为2021年1月15日17时00分，申请人需提交纸质版（正本1份，副本7份）及电子版申请材料（光盘两张，内容应完全一致），纸质版申请材料按A4篇幅装订成册，封面、目录页盖章，全本盖骑缝章，封面标注“西部（重庆）科学城金融街片区概念规划及一期方案设计资格预审申请文件”和申请人全称，递交地点为林同棪（重庆）国际工程技术有限公司（重庆市渝北区互联网产业园二期8号楼14楼，联系人：王女士，电话：023-63087891）。采用邮寄方式递交资格预审申请文件的接收截止时间为2021年1月15日17时00分（以邮寄到达时间为准）。逾期送达或者未送达指定地点的递交资格预审报名文件，征集人将不予受理。
The deadline for submitting the prequalification application document is 17:00 on January 15, 2021. The applicant shall submit the printed version (including 1 original copy and 7 duplicatecopies) and electronic version (2 CD-ROMs with the same content). The paperversion of the application document shall be bound into a book of A4 size witha seal stamped on the cover and contents page and an inter-page seal stamped between the pages. The cover page shall read " Application Document for Prequalification of Conceptual Planning and Design of the Scheme for Phase I ofthe Financial Street Area in Western (Chongqing) Science City" The place of submission is T. Y. Lin (Chongqing) International Engineering TechnologyCo., Ltd. (14F, Building 8, Internet Industrial Park Phase II, Yubei District,Chongqing, contact person: Ms. Wang, Tel: 023-63087891). The deadline for receiving the prequalification application document by mail is 17:00 on January 15, 2021(subject to the time of arrival). The application document will not be accepted by the organizer if it arrives later than the deadline or is not delivered tothe designated place.
八、补偿费用Compensation
根据《重庆市城乡规划设计计费指导意见》结合市场询价，拟定本次方案征集设计补偿费方案：第一名补偿300万元（含税），第二名补偿200万元（含税），第三名补偿160万元（含税），第四名、第五名各补偿60万元（含税）。
The compensation for this solicitation activity is made in accordance with the "Guidelines for urban and rural planning and design fees in Chongqing Municipality" and the market research as follows: the first-prize winner will receive a compensationof RMB 3,000,000 yuan (including tax), the second-prize winner RMB 2,000,000(including tax), the third-prize winner RMB 1,600,000 yuan (including tax), and the fourth- and fifth-prize winners RMB 600,000 yuan (including tax).
九、其他说明Other instructions
（一）本次建筑设计征集活动采用中文或中英文对照格式；当中英文内容不一致时，以中文为准。
All the documents for thissolicitation activity shall be prepared bilingually in Chinese and English.Where the two version contradicts in meaning, the Chinese version shallprevail.
（二）主办单位的日程安排时间均以北京时间为准。受疫情影响，主办单位可对具体时间节点和会议形式作适时调整，并及时通知申请人。
This activity is scheduled by the organizer according to Beijing time. The organizer may change the time scheduleand the form of meeting according to the current pandemic control situation andinform the applicant of any change in a timely manner.
（三）获得正式邀请函的设计机构主创设计师与主要设计人员须亲自参与现场踏勘、方案评审、深化阶段主要会议的交流与汇报。请设计机构根据各地区疫情防控要求提前做好相应准备。
The chief designer and main designpersonnel of the design agency who have received the formal letter of invitation must attend in person the communication and reporting during field survey, scheme review and major meetings at the scheme deepening stage. The design agency is requested to make preparations in advance according to the epidemic prevention and control requirements in its region.
（四）凡报名参加本次建筑设计征集活动的设计机构，均被视为同意并接受本次活动规则以及各阶段相应的文件及其补充（修改）文件和澄清文件之全部内容及条款。
All the design agencies signing upto participate in the architectural design solicitation activity are deemed to have agreed and accepted all the content and conditions of the rules and documents and their supplement (amendment) and clarification.
（五）本次方案征集中接收的所有有效的应征设计成果均不退回。应征人提交的应征城市设计版权归主办单位/承办单位所有。应征人对其应征的方案享有署名权。
All the valid design schemes received in this activity will not be returned. The sponsor/organizer shallhave the copyright to the design scheme submitted by the applicant, while theapplicant shall have the right of signature to the design scheme submittedthereby.
（六）各申请人参加本次活动产生的一切费用均自理。
All the expenses incurred forparticipating in this activity shall be borne by the applicants themselves.
（七）若参加资格预审阶段的应征申请人不足四家，则本次公开征集失败，征集人将重新组织第二次公开征集。
The solicitation activity will be considered unsuccessful if the number of applicants is less than four, andanother activity will be conducted by the organizer.
（八）活动解释权：因对本次活动规则的有不同理解，本次活动的主办单位和组织单位共同享有解释权。
Rightof interpretation: As the rules for this activity may be understood differently,the sponsor and organizer of the event shall jointly have the right of interpretation.
